You should be able to use this list (there are plenty of phpCAS users), or you can try the specific phpCAS lists:
http://www.ja-sig.org/wiki/display/CASC/phpCAS+mailing+lists

I don't use phpCAS so I can't comment specifically on which one will be better able to answer your questions.
