Can We build pelicanHPC from the source code ?

Well my question is pretty simple and clear,
I was wondering if we can build the custom version of pelican HPC and include some packages of my own.

Well, not in the sense of compiling source code, but yes, you can make a version with your selection of packages. The homepage and the tutorial explain how.
