Declaring jelly tag lib in plugin and reusing in another plugin

Some javascript/style in this post has been disabled (why?)
I created a jelly tag library in one of my plugins (Dashboard View[1]).  This tag lib’s purpose is for other plugins to use to help draw the portlet frame so it has a consistent look.  When I added support in the release plugin[2] though, it worked fine during development using mvn hpi:run but failed to work during standard Hudson run. 
 
Is it not possible to use another plugin’s tag library?

Ullrich reported the same problem, and this is a bug in Hudson.

I need to write a test case to understand why it's not working. Or do
you have any test case
in the current SNAPSHOTs of those plugins?

I do not.  I will do this, but it might not show up as it works fine when I run hpi:run.

I fixed the problem in stapler 1.119. It should be available in Hudson
1.331.
