Peter,
Suggest going to http://www.briandunning.com and searching in the custom functions for "fixed".

There you'll likely find a custom function you can use in an auto-enter calc in each one of your fields to make the data fixed-length. Suggest using an intermediate table in order to avoid changing your permanent data. The auto-enter calc could work upon import into this intermediate table.
