suggestion - twitter plugin should link to feed on the front page

hudson site that is using twitter notifications. At the moment its
hidden in the config only.

In addition, since individual jobs can post to different accounts, this
should probably also be done at the job level.

It looks like my access to java.net has been restored, so I may be able
to get to this issue soon. Until, that is, java.net craps out again :)
