I understood that the uportal 2.5 doesn't have the fragment-admin.channel and the fragment-admin-exit.channel. So after the export ,i added these two channels to the channel folder .Also i added the Fragment Owners.group for the fragment-admin-exit.channel and modified the Portlet.channel-type file(because it is different between up2.5 and up3.1). But it still don't work well after the import.
